ABOUT THE AUTHOR:
Daniel M. Jacobs, CPCM, CMC
Recognized as one of the nation’s leading authorities on public contracting, Daniel M. Jacobs is Chairman/CEO of The Federal Market Group (FM G ) that includes Government Business Solutions (GBS) , Federal Market Publishing (FMP), and The Federal Market Institute (FMI) , Washing- ton, D. C. based organizations providing professional training, research, publishing and consulting services to government and industry in public contracts management. FMG also includes The EuroMarket Group based in Brussels, Belgium and FMG Middle East in Tel Aviv.
He is a Fellow, past National President (1987-88), recipient of The Charles A. Dana Distinguished Service Award, the Honorary Life Member Award and a member of the Executive Advisory Council of the National Contract Management Association (NCMA). He is Chairman Emeritus, Board of Trustees, of the non-profit foundation, Contract Management Institute (CMI), Director, the Procurement Round Table (PRT) and former Chairman, Excel Institute. He is a member of the Project Management Institute (PMI), a member of the Institute of Management Consultants (IMC), a member of the Professional Services Council (PSC) and he is a Life Member of The American Legion. This book has been a long-time coming. The title was given to me by a good friend, John Fairfield. John is a highly decorated retired three-star Air Force General and a leader of legendary proportions. After retirement, he worked as a Vice President for DynCorp leading strategic planning.
We were working together on a project he conceived to address the challenge the Department of Defense (DOD) is facing regarding the soaring costs of maintaining the infrastructure of the aging military bases. His charge to me was to think through how we could make it possible. As a team, we co-authored the “DOD City-Base” concept where the federal government privatizes the base and the local community buys it, improves the infrastructure and leases it back to DOD – it works. He paid me a wonderful complement by saying that I practice the Art of the Possible . Thank you John.
I have the privilege of living a fulfilling life that is graced by work for which I have a passion and a number of people who influence that state of fulfillment. In the past and currently, I have been blessed with a loving family, good friends, insightful mentors, sharing acquaintances and professional colleagues.
Foremost in my life is my business and life partner, Janet, who for the past 48 years has provided only unselfish love, unqualified support and uncanny insight into people and processes. I cherished the privilege of serving our Country as a member of the United States Air Force for thirty-five years. It’s hard to explain why I had this passion for the Air Force to those who did not have the same opportunity. I often try to use a sports analogy and reference the great years of the Boston Celtics and their legendary coach Arnold “Red” Auerbach. Coach Auerbach made individual stars play as a team. In one eulogy, he was described as “a master tactician, amateur psychologists, and a shrewd judge of talent, whose intelligence and strong acerbic personality kept him in complete control of his team and usually two or three steps ahead of the opposition.”
