« Living in Saint-Martin since 2008, the author has been observing a notable contrast between Saint-Maarten and Saint-Martin in terms of tourism development.

Many questions pertaining to accumulated delays by the French side in comparison to the Dutch side are ongoing.

More specifically: what strategies can be implemented to insure an attractive and quality touristic product (offer) on the island of Saint-Martin, particularly on the French side?

INTRODUCTION
 
 
Nowadays, people travel a lot, are curious about everything, the universal space became accessible. The tourism remains an interesting branch of industry which creates jobs.
So, according to the last Barometer OMT of the world tourism, the arrivals of international tourists soared of 5 % in 2013, reaching the record number of 1 087 millions against 1.032 millions in 2012. In spite of the world economic challenges, the profits of the international tourism widely exceeded expectations because 52 million additional tourists traveled the world in 2013. For 2014, the OMT plans a growth from 4 to 4,5 %, again superior to the long-term projections. 1 Americas (+4 %) saw increasing their arrivals of 6 millions, in 169 millions. The destinations of North America and power plant (4 % respectively) come to mind, whereas those of South America (+2 %) and Caribbean (+1 %) are a little breathless with regard to 2012. 2 But the tourism must be thought and framed for Ecological questions and to promote the preservation of authentic cultural heritages. The region of Islands of the Caribbean is one of the tourist destinations the most looked for for hits climate, its beaches, its exoticism, and its sets of postcard. In 2010, about 2 million tourists visited the island of Jamaica and 1.369.814 visited the island of Porto Rico. 3 The travelers arrive for the most part of North America, but also countries of Europe. By air, but also thanks to the cruises among which many leave the United States, the islands of the Caribbean receive every year of the millions of visitors. Entre 2008 et 2009, le tourisme représente 40 billion dollars of recipes or 14.5 % of the regional gross domestic product 4 It is the first industry of the zone that represents 649 000 direct jobs or 3.8 % of the direct jobs and 11.9 % of indirect jobs. 5 The political stability, the diversity of languages and the sanitary development of these destinations allow a secure tourism.
St. Martin / Sint Maarten as all other islands of the Caribbean is a “meeting place for civilizations stemming from diverse continents” 6 . However for 350 years, this small island presents a particular situation kept of his colonial past, the fact that two European authorities remained present. Indeed, a treaty of Sharing called “Treated of Concordia” signed in 1648 between France and Netherlands, establish two governances on the territory, one French, the other Dutch. The population of this divided island is thus separately of two metropolises with which she was able to weave cultural and historic links.
As a consequence, this agreement establishes rules of a peaceful and friendly cohabitation between two groups of population which were divided the island. St. Martin thus possesses two national governments but single people, single culture, single history 7
The relation between the inhabitants of both zones is not simply a bond of friendship between both peoples but family ties, relation of blood.
Geographically , the Island of Saint-Martin has two parts:
• The French side left the North.
• The Dutch side southern part where from the name “Friendly Island”.
The borders are not physical favoring a free circulation of the goods and the people.
At present more than 120 nationalities are represented on the island of Saint-Martin 8 .
Both official languages are French and Dutch, English which is the mother tongue of Saint-Martinois serves as link between both parts of the island, as well as Creole, the papiamento and Spanish.
For the sector Tourism and Cruises, in 2008, the island welcomed 475 410 tourists (among which 1/3 having stayed French side) and 1 355 812 cruise passengers. 9
99 % of the arrivals of cruises take place in the port of Phillipsburg (Dutch side) only deepwater port of the island.
The capital of the Dutch part is Phillipsburg, the currency it is the Dutch Guilder (NAF). The exchange rate of the Guilder is fixed with regard to the US Dollar. On the whole island the US Dollar is accepted.
Regular sea links serving the nearby islands are assured by shuttles aimed at Saba, Saint Eustache and saint Barthélémy.
St. Martin French side: the capital is Marigot the official currency is the Euro. Regular sea links serving the nearby islands are assured by shuttles aimed at Anguilla and Saint-Barthélemy.
Further to a first investigation of ground with people working in the tourist industry of the island, we notice two different tourist developments between both sides. Partially French it appears a lack of integration of the local population to the development Economic, and an absence of clarity in the positioning and the tourist recognition on the broadcasting markets; where from the need imperative to adopt a tourist strategy.
With these reports, my question of departure is the following one:
How this small island assumes the reality of two different tourist developments?
What strategies to set up for an attractive tourist and quality offer on the Island of Saint-Martin and particularly in the French side?
First of all, pressing me on theoretical data, I am going to make a comparative degree on both sides of the Island of Saint-Martin by means of small boards to estimate the existing tourist infrastructures, (hotel offers, animations, activities and other domains), before knowing the tourist profile of each of the parts of the island. Then, I shall evoke the strategic and marketing choices to understand better the various evolutions of the tourist sector on both sides of the island. Then, I shall make a current inventory of the situation of St. Martin French side today thru a investigation of ground, before explaining the future of the tourism perceived by the committee of the tourism and the local actors.
Finally, I shall propose a strategy directed to an offer of durability in particular by betting on a tourism of top of the range and a tourism of closeness which will put forward the natural and cultural heritage of St. Martin French side to favor the implication of the...
