KLEIN, Chancellor OFFICE OF THE CHIEF FINANCIAL OFFICER 52 Chambers Street, New York, NY 10007 SCHOOL ALLOCATION MEMORANDUM NO. 92, FY07 DATE: January 8, 2007 TO: INSTRUCTIONAL LEADERSHIP DIVISION (ILD) SUPERINTENDENTS, REGIONAL OPERATION CENTER EXECUTIVE DIRECTORS, and SCHOOL PRINCIPALS FROM: Susan Olds, Executive Budget Director SUBJECT: Special Education Benchmark Intervention The Department of Education’s Office of School Improvement (OSI), a division of the Office of Special Education Initiatives, has identified five schools in each region for technical assistance in improving instructional outcomes for students with disabilities. The purpose of this intervention is to increase the movement of each school toward the achievement of the established benchmarks which measure the instructional, procedural, and operational aspects of special education service delivery. This allocation memorandum provides funds to enable these selected schools to effect systemic changes which will enhance the quality of programs and services for students with disabilities. All selected schools will: ƒ Collaborate with the OSI team to develop an action plan, inclusive of short term actions and long term goals, which address movement toward achievement of the benchmarks ƒ Actively participate in the implementation of the aforementioned action plan ƒ Designate appropriate personnel to serve as liaisons for each aspect of the action plan ƒ Offer availability of a computer and phone to the OSI team for all necessary communications ƒ Plan for full integration of the action plans into the school’s program design and operational procedures ƒ Provide the OSI team with all pertinent information needed to provide relevant technical assistance ƒChanges in spending must be Schedule funds in Galaxy in accordance with the approved action plan. done upon consultation with the OSI team and the LIS. ƒ Maintain all documentation regarding spending related to the action plan at the school site Allowable Program Activities: Funds must be used to support the action plans agreed upon and approved by the LIS and the Senior Instructional Manager of Special Education Initiatives.The following are examples of allowable activities: Per Session for: ƒ Common planning time for teams of teachers before or after school ƒ Supervised study groups to develop, modify and/or adapt curriculum for LRE settings ƒ Teacher attendance at LRE/PPT meetings before or after school ƒ After school and/or Saturday tutoring Paid Preps for: ƒ Classroom coverage for teachers to participate in intervisitation to model programs ƒ Classroom coverage for teachers to attend conferences
 2 Training Rate for: ƒ Attendance at professional development workshops not available during school hoursProfessional Development opportunities such as: ƒ Math and Literacy consultants providing direct classroom assistance and consultation ƒ Schoolbasedworkshops on CTT, PBIS, Differentiated Instruction, IEP Development and Implementation, Curriculumbased Assessment, Researchbased ELA and Mathematics Instructional Methodologies, Prereferral Strategies, Instruction for ELLs Professional Resources such as: ƒ Booksand videos which support the implementation and best practice of CTT, PBIS, Differentiated Instruction, IEP Development and Implementation, Curriculumbased Assessment, Researchbased ELA and Mathematics Instructional Methodologies and Prereferral Strategies, Instruction for ELLs ƒmaterials which support the implementation of the instructional methodologies in which Classroom teachers have been trained through this initiative Parent Involvement Activities such as: ƒ Workshops which provide information regarding school programs, supports and servicesƒ Programs which encourage parental participation in their child’s educational programAllocation Methodology Selected schools are allocated $15,000 for the implementation of this project.Funds should be scheduled in the “TL Instructional Programs” or the “TL Instructional Programs HS” allocation category. Required Action Plans The action plans which address the identified benchmarks in need of improvement must be signed by the Local Instructional Superintendent and Principal.Once signed, one copy must be kept at the school as part of the school’s Comprehensive Educational Plan and one copy given to the OSI team.Schools may not encumber funds without the signoff of the Principal and LIS.
