Description

Economic Development in American Cities addresses the roles of municipal leaders and civic partners in promoting social equity by examining the experiences of five American cities in the 1990s—Austin, Cleveland, Rochester, Savannah, and Seattle. These five cities were chosen for their activist municipal administrations, robust policy agendas, and viable partnerships. Contributors familiar with each city evaluate the impact of equity investments and extract lessons for municipal leaders and policy agendas. Building on the past experiences of progressive cities, each case study city offers fresh perspectives and examples, told through a rigorous analysis of socioeconomic data and program outcomes combined with engaging stories about specific municipal administrations and policy agendas.

Thîs book was înspîred by the vîsîon and commîtment of the ate Chîcago Mayor Harod Washîngton and hîs admînîstratîve team. Theîr efforts în forgîng an equîty agenda durîng the 1980s served as a mode for progressîve munîcîpa government eaders throughout the country în that era and the decade to foow. The book woud not have come to be wîthout the partîcî-patîon of the Annîe E. Casey Foundatîon. The Foundatîon provîded a serîes of generous grants to underwrîte the research and compîatîon of the case studîes and the ina manuscrîpt. We aso want to thank the foowîng îndîvîduas: former U.S. Secretary of Labor Ray Marsha and former Mayor Bruce Todd for theîr genera and specîic contrîbutîons în shapîng the Austîn case; Marîe Ann Sîwînskî and Bîjan Warner for theîr vauabe research assîstance; and Lînda Levendusky, Sarah Korhonen, Ed Hatcher, Tom Wadron, Heena Tekehaîmanot, and Noah Temaner Jenkîns for theîr crucîa edîtîng of the manuscrîpt. Each author who crafted the substantîve materîa that became thîs book deserves specîa recognîtîon for both theîr wrîtten contrîbutîons and theîr camaraderîe throughout the entîre project. We owe an addîtîona note of gratîtude to Pîerre Cave for revîewîng and provîdîng workîng feedback on the manuscrîpt. Fînay, there îs Henry Moore, our frîend and coeague who passed away prîor to pubîcatîon. Beyond hîs wrîtten contrîbutîon to thîs book, Henry ed a îfe that exempîied the monumenta împact one progressîve munîcîpa admînîstrator coud have în the pursuît of an equîty agenda. He wî be greaty mîssed.

ECONOMIC DEVELOPMENT AND EQUITY
Twentîeth-century U.S. cîtîes payed decîsîve roes în promotîng equîty and opportunîty for theîr cîtîzens. Cîtîes were the sources of împortant munîcîpa înnovatîons as we as the socîa, poîtîca, and economîc battegrounds for advancîng more equîtabe poîcîes and condîtîons. The reafirmatîon and extensîon of cîvî rîghts, the deveopment of a socîa safety net, and sus-taîned economîc growth made cîtîes and metropoîtan areas the aboratorîes for creatîng more dîverse, toerant, and equîtabe communîtîes. Nevertheess, încome înequaîty has grown în the Unîted States by at east 12 percent, încome gaîns and empoyment stî ag for Afrîcan Amerîcan young men, and the Hurrîcane Katrîna evacuatîon and aftermath have vîvîdy shown the împact of socîa, economîc, and racîa dîsparîtîes on our basîc securîty and quaîty of îfe. Economîc Deveopment în Amerîcan Cîtîes: The Pursuît of an Equîty Agenda antîcîpates the roes of munîcîpa eaders and cîvîc partners for promotîng socîa equîty în the twenty-irst century by examînîng the experîences of a handfu of cîtîes în the 1990s. In partîcuar, we relect on the potentîa of exîstîng and future abor and skî shortages for contrîbutîng to creatîng the precondîtîons for new oca poîtîca regîmes buît around economîc competî-tîveness and equîty. That îs, we are înterested în whether the economîc îm-peratîves of tîght regîona abor markets transate înto new cîvîc organîzîng
