From: Porter Winfield
Director, National Security Agency
To: President Laura Moffat
The White House
Madam President,
I am pleased to report that we successfully interviewed the two young people who recently returned from Atlantis. You will receive a more detailed description of their journey in the coming days, but we have reason to believe their account is truthful. The vehicle that carried them is unlike any technology we ve seen, and the girl with them has strangely alien features. We are convinced she is an Atlantean, but she has thus far refused to speak with us.
The agency received your note communicating your distaste for long, unbroken paragraphs, so here is a brief, bulleted summary of what we know:
Three individuals, including former professor Richard Gates, his son Meriweather Lewis Gates, twelve, and Hanna Barkley, fifteen, daughter of Eyetide founder Miriam Barkley and investor John Barkley, survived the most recent tsunami in a custom-made submarine.
The crew of three entered Atlantis on July 9.
The boy, who goes by Lewis, assured us repeatedly that there were no cannibals in Atlantis. We are not sure why he was expecting cannibals, but he asked that we include this in our reports.
Upon their arrival in Atlantis, they met the Atlantean girl, Kaya, and were mistaken for invaders. With Kaya, they spent several days attempting to evade capture as they traveled through the subsea world.
Atlantis is much larger than we anticipated. It consists of perhaps one hundred million people and many major cities.
The technology of the Atlanteans is far more advanced than we realized. They use sound-based, nonlethal weapons and have learned how to control gravity.
We can confirm that Atlantis is responsible for the devastating tsunamis that have plagued the world s coasts for years.
The hot sauce in Atlantis is fantastic. I would not have included this point, but Lewis repeated it on numerous occasions. Our code breakers are working to determine if there is some kind of hidden message in this statement, but it may be that Lewis just really liked the hot sauce. Given your fondness for this condiment, we will try to get you some.
The three travelers were eventually caught and imprisoned in Atlantis. They managed to escape, but Professor Gates risked his life in the process and remains in Atlantis under the care of a local. We do not know if Gates is alive or dead.
Hanna, Lewis, and Kaya returned to the surface in a stolen Atlantean warship, destroying a factory in the process. The factory was designed for the mass manufacture of warships.
The three young people returned on the morning of July 17, and they have remained in quarantine since due to concerns about possible Atlantean viruses.
Neither Hanna nor Lewis will reveal even the approximate location of Atlantis; we suspect the Atlantean girl has requested this of them. We tried bribing the boy with sneakers from Ambassador Jordan; he accepted the gift but did not return the favor.
Again, we will provide you with a more detailed report in the coming days. As for Professor Gates, I strongly advise against any attempt to rescue him. This situation is far too delicate. Many questions remain about the tsunamis, the intentions of the Atlanteans, and their potential plans for war. Needless to say, we should prepare our armed forces for combat. We hope to have our remaining questions answered soon, and we strongly advise that this journey, and the existence of Atlantis, remain a secret.
Sincerely,
Porter Winfield

THE SURPRISE SPY
Rian sprinted through the dark, narrow tunnels of the sewers beneath the city. The air was hot and thick. His feet splashed through small puddles scattered along the path, and the waterway beside him carried fish scraps, sea greens, and other trash out of the city toward the giant recycling and filtering pools. He stopped and listened. All he heard was the steady rush of the water.
No one was following him.
He ran faster.
When Rian finally neared the basement of Capitol Tower, he was breathing heavily. His heartbeat had accelerated. Was he scared? Maybe. Nervous? Definitely. Rian was a scrawny fourteen-year-old kid with a talent for sneaking around Ridge City. He wasn t a spy.
Not until today, anyway.
He could stop now.
Go home.
That would be the smart choice. The safe one, too.
But would Kaya give up now? Not a chance.
When he came to the rusted steel door to the basement of Capitol Tower, Rian reached into his pocket and pulled out a small, cylindrical device known as a lock whisperer. The gadget was capable of speeding through endless combinations and sequences of notes. Given enough time, it could find the tune to open any door in Atlantis. He switched it on and listened. The sounds played so quickly and chaotically that he had to cover his ears. Before too long, though, the heavy door slid open, and Rian stepped into the large, high-ceilinged basement.
The sewer water was slightly cleaner here upstream, and it flowed out through small gaps at the base of the walls. After a deep, steadying breath, he tightened his gloves and ankle straps. He checked his chest plate. Everything was powered up. Whistling quietly, he turned on his gravity drive-or Kaya s, really, since he had borrowed her gear-and his feet rose off the ground.
He drifted to the ceiling; it felt like he was swimming through the air.
The vents and trash chutes that snaked down from the building s upper floors all ended here in the basement. Each one was neatly labeled. The lights in the walls were faint but bright enough that he could see the numbers.
A rattling, sliding sound came from one of the openings.
Rian peered up into the dark space, then jerked back.
A clump of trash plummeted down and splashed into the water below.
His instructions were to find chute 14B. With his back to the water, he moved along the ceiling like a spider, his hands and feet pressing lightly against the damp stone, until he found the narrow tunnel, pulled himself inside, and rose. His nose itched. His shoulders brushed the walls as he floated higher and higher. There was no way an adult would ever fit inside. And one of those giant Sun People? Impossible.
Sometimes it wasn t so bad to be small.
The antigravity suit carried him smoothly to the upper floors.
Metallic-tasting air rushed out as he passed vents to other rooms.
Twice he had to scrunch his nose to stifle a sneeze.
Above him, he heard angry, passionate voices that bounced off the tunnel walls.
He drifted toward the source and hovered in the dark, narrow passageway. A faint green light flooded the chute. The same metallic air, too-it was cool against his face. The mouth of the vent was close to the room s ceiling, and given the angle, he wouldn t have been able to see the people inside the room if he d tried. But he did recognize a few of the voices. He d heard them on the soundscape.
These were the members of the High Council.
The leaders of Atlantis.
And Rian was spying on them.
He swallowed quietly. Follow the instructions, Rian told himself. Kaya s dad, Heron, had entrusted him with this mission. He d asked him to record every word in secret, then hurry home and transmit the audio over a specific channel on the soundscape. The whole arrangement was odd-Heron hadn t even asked him in person. Instead, he d requested Rian s help through a recorded message.
Now Rian reached up and tapped his earpiece. He was late; they were already deep into a debate about the Sun People. Several of the voices were gravelly and tired, and one of the women sounded like she needed to cough. The argument was growing like a wave nearing the shallows.
They are poisoning our oceans, and our cities are collapsing at a frightening rate! a woman with a deep voice proclaimed. We have to find a new home on the surface.
Our civilization has survived under the sea this long, countered another woman, whose voice was garbled, as if she had an oyster lingering in the back of her throat. We can manage for a few more centuries.
How can you be sure?
A man thumped his fist on
