1994-1998 Preface
The Standards, Measurements and Testing (SMT) programme was one of the
specific programmes that made up the Fourth Framework Programme (1994-
1998) for Research and Technological Development (RTD). It aimed, through
RTD in the field of measurements and testing, to improve the competitiveness
of European industry, to support the implementation of other Community
policies and to meet the needs of society. It had a total budget of more than
173 MECU.
Under the SMT programme, more than 360 projects were financed through
shared-cost actions (RTD and co-operative research, CRAFT) and co-ordination
activities (thematic networks and concerted actions). The projects span a wide
variety of areas ranging from measurements for quality European products to
research related to written standards and technical support to trade to research
related to health and safety, protection of the cultural heritage, environmental
monitoring and the justice system.
The book contains summaries of these projects: some of which are completed
and some of which are still in progress. Details of results and achievements or
progress so far have been given as available at the beginning of 1999. More
up-to-date information on final results and achievements for all projects carried
out under the SMT programme, as well as for its predecessor, the
Measurements and Testing Programme (1992-1994), is accessible via the

From the Fourth Framework Programme, we have moved into the Fifth
Framework Programme (1999-2002), which is different from its predecessors,
both in terms of concepts and structure. It reflects a problem-solving approach
rather than the technology push approach seen previously. Consequently,
measurement and testing problems are addressed in all the thematic
programmes. The unit that previously managed the SMT Programme has been
integrated into the Competitive and Sustainable Growthe and is
now responsible for the generic activity of Measurements and Testing. The
