BACKGROUNDConsent Decree paragraphs 30, 32, 104 and 105, define the terms “motor vehicle stop”and “pedestrian stop” and further provides that Los Angeles Police Department (LAPD)officers complete a Field Data Report (FDR) each time an officer conducts a motorvehicle or pedestrian stop. The paragraphs further require that specific information becaptured on the FDR. Paragraph 128 of the Consent Decree requires the LAPD toconduct regular, periodic audits of stratified random samples of all motor vehicle stopsand pedestrian stops that are required to be documented in the manner specified inparagraphs 104 and 105, to include an examination for “canned” language, inconsistentinformation, lack of articulation of the legal basis for the applicable action or otherindicia that the information in the document is not authentic or correct.
