Bernstein /s/ SUBJECT: Audit of USAID’s Process for Suspension and Debarment (Report Number 9-000-10-001-P) This memorandum transmits our final report on the subject audit. In finalizing the report, we considered your comments on the draft report and included the comments in their entirety in appendix II. The report contains 12 recommendations to assist USAID’s Office of Acquisition and Assistance to strengthen USAID’s suspension and debarment process. In consideration of information provided by management in response to the draft report, management decisions have been reached on recommendations 1–9. Management decisions are pending on recommendations 10–12 until final action has been taken on recommendation 9. A determination of final action on all 12 audit recommendations will be made by the Audit Performance and Compliance Division upon completion of the planned corrective actions.
