Covering two main aspects of politics-the different manifestations of politics and the dilemmas created by these politics-he presents the predicament of the Palestinian-Arab minority in Israel, which derives from the ethnic character of the State of Israel and their isolation from other Palestinians, and proposes the Israeli-Palestinian bi-national state as a suitable resolution not only for this problem but also for the main Palestinian-Israeli conflict.
