Description
Irene HORS — The difficulties of the fight against corruption : the experiences of four developing countries. The abundance of theoretical literature on the struggle against corruption does not reflect the practical difficulties involved. The study of the institutions and of the reforms undertaken in four countries, namely Benin, Morocco, Philippines and Pakistan, as well as the analyses of the contexts of government and nongovernmental action is informative on the tools best adapted to the problems faced by developing countries. The efficiency of global tools appears to face limits but once sectorial reforms are subjected to certain rules, they may permit the handling and of corruption and its durable control.
