These are: urban planning, urban development strategy and urban governance. Urban planning, which includes regulated land development and carefully laying out the infrastructure systems, is important for making cities livable and viable. The infrastructure systems cannot be put in place by market forces alone. They have to be necessarily planned and are prerequisites for effectively functioning urban and regional markets.
