Boxwood Industrial Subdivision Servicing May 28th 2009 Public Information Centre The Corporation of the City of Cambridge proposes to develop an 88 ha site known as the Boxwood Lands. The site is situated in North Cambridge. It is bounded on the north by Maple Grove Road, by Boxwood Drive to the west, by Speedsville Road on the east, and by Royal Oak Road on the south. The lands are designated for industrial development within the City’s Official Plan and are divided into two blocks to the North and to the South of the West Creek Corridor. The North Block has approximately 65 ha and the South Block has approximately 8 ha, while the remainder of the land is within the West Creek Corridor. The Corporation of the City of Cambridge proposes to develop an 88 ha site known as the
Boxwood Lands. The site is situated in North Cambridge.
It is bounded on the north by Maple
Grove Road, by Boxwood Drive to the west, by Speedsville Road on the east, and by Royal Oak
Road on the south.
The lands are designated for industrial development within the City’s
Official Plan and are divided into two blocks to the North and to the South of the West Creek
Corridor.
The North Block has approximately 65 ha and the South Block has approximately 8
ha, while the remainder of the land is within the West Creek Corridor.
The City has undertaken an extensive study following the environmental assessment process
(Schedule B) that involved:
Background Studies addressing social, heritage, environmental, and economic
conditions;
Development of Alternative Concept Plans;
Review of Alternative Water Supply Options and Selection of Preferred Approach;
Review of Alternative Sanitary Servicing Options and Selection of Preferred Approach;
Review of Alternative Storm Water Management Strategies and Selection of Preferred
Approach;
Review of Natural Heritage Features Impacted by the development, liaison with
regulatory agencies to define land use constraints;
Review of Impacts on Traffic and Transportation to with City of Cambridge and Region of
Waterloo Traffic Planning Criteria;
Completion of a Stage 1, Stage 2, Stage 3 and Stage 4 Archeological Assessment
Completion of a Phase 1 Environmental Site Assessment;
Public Consultation with residents affected by the development;
Evaluation of Alternative Concept Plans and Selection and Refinement of a Preferred
Development Concept Plan;
Parallel to the environmental process, the City of Cambridge embarked on an eco-industrial
development planning strategy whereby the traditional development approaches are reviewed
and updated to position the City for future employment in a manner that is sustainable and
environmentally friendly.
A workshop was held in February 2009 with sustainable development
experts, stakeholders from industry, and various regulatory agencies, utilities, as well as
representatives from the Region of Waterloo and the City of Cambridge.
A number of non-
binding principles were developed, and wherever practical, have been incorporated into the
preferred concept plan.
These principles are organized in the following categories:
Water Cycle Infrastructure;
Transportation and Mobility;
Building & Energy Systems;
Waste Management.
The evaluation of the alternatives supports a strategy based on Concept Plans A & B.
Concept
Plans A & B were preferred by key stakeholders including the Cambridge Environmental

Advisory Committee (CEAC) and the Grand River Conservation Authority (GRCA).
The
preferred concept plan is based on the highest ranking concepts and modified to address
natural heritage and eco-industrial considerations.
The preferred concept plan is shown below.

The road layout selected was in conformity with the traffic analysis, which recommends a
connection at Speedsville Road and Boxwood Drive into the North Block, as well as access to
the South Block from Boxwood Drive.
The orientation of the road was adjusted to maximize
the energy efficiency of buildings.
Provisions were made to render the site pedestrian friendly
and to facilitate future transit service by identifying a central hub.
Provisions were also made
to allow a district energy corridor within the right of way.
Protection of Natural Heritage
features is incorporated to a high standard by including a 30 m buffer for all features identified.
A stormwater management strategy that provides on-site infiltration measures, as well as
water quality quantity control via storm water management facilities, is provided in accordance
with the Hespeler West Subwatersheds Study requirements.
Sanitary Servicing is provided by the regional system operated by the Region of Waterloo by
connecting to the Riverview Trunk Sewer – Preston Wastewater Treatment System.
A pump
station and 1000 m forcemain will be constructed to connect the pump station located on
Boxwood Drive to the nearest access point located at Cherry Blossom Road.
Water Servicing will be provided by connecting to the Regional System operated by the Region
of Waterloo from the watermain situated on Maple Grove Road.
A number of concerns were raised by the public primarily with respect to traffic impacts, noise
impacts, aesthetics and amenities, as well as groundwater concerns.
The impacts are
addressed in the preferred alternative.
With respect to traffic, subdivision is designed to maximize the use of existing infrastructure
and minimize the impacts on infrastructure that is stressed.
The layout is done to promote the

routing of traffic along Maple Grove Road into the Subdivision and to minimize growth of traffic
in the Royal Oak Cherry Blossom and Speedsville South areas.
Traffic impact studies indicate
that Maple Grove Road from Fountain to Speedsville will be under capacity by 2014, and that
Speedsville Road will be under capacity by 2019.
These impacts are associated with growth in
the area and not solely with the development of Boxwood Subdivision.
It is recommended that
the Speedsville Road Capacity issues be addressed in an environmental assessment process in
the near future to determine an improvement plan that can be implemented over 10 years.
A noise impact study will be conducted to address impacts on residential and institutional land
uses adjacent the site and to determine mitigation requirements (setbacks, berms, noisewalls).
The preferred concept plan provides a number of opportunities for amenities due to the open
space that is provided in the generous 30 m buffers provided around the natural heritage
features.
In addition, a pedestrian friendly trail network is provided.
Two Public Information Centres were conducted on November 2007 and in May 2009.
The City of Cambridge intends to file a Screening Report on the public record in July 2009.
After the filing of the environmental screening report, there is a minimum 30 calendar day
review period during which time a Part II Order request can be made to the Minister of
Environment.
