SIIA files the following reply comments on behalf of itself and its members. SIIA is the principal trade association of the software and information industry and represents over 600 high-tech companies that develop and market software and electronic content for business, education, consumers, the Internet, and entertainment. SIIA members represent a wide range of business and consumer interests. In particular, numerous SIIA members: • Create and develop new and valuable access-control technologies for use by others seeking to protect their copyrighted software and content with such technologies, • Use access-control technologies to protect their proprietary software and content, and • Purchase or license software and information products and other content and services that utilize access-control technologies.
