■ Vincent Dubois : L'art et l'État au début de la IIIe République, ou les conditions d'impossibilité de la mise en forme d'une politique. D'importants obstacles s'opposent à la mise en forme d'une politique artistique au début de la IIIe République : l'hostilité des artistes, la situation de porte-à- faux des hommes politiques et des fonctionnaires, l'indétermination des constructions administratives. Dans un processus où chacun de ces trois éléments est à la fois cause et effet des deux autres, les hésitations des agents de l'État et l'instabilité des institutions fondent en retour ce dont elles sont pour partie le produit : la représentation construite par les artistes d'un antagonisme irréductible entre Fart et l'État.
Art and the State at the beginning of the Third Republic or, On the conditions for the impossibility of policy formation. There were major obstacles to achieving a policy on the arts at the beginning of the Third Republic: the hostility of the artists themselves, the unstable position of politicians and civil servants, and the lack of clear-cut administrative organization. In a process in which each of these three elements was both the cause and effect of the other two, the hesitation of government agents and institutional instability laid the foundation for what had produced them: the representation of an irreconcilable antagonism between art and the state built by artists.
