It has been subjectto review by all WGIG members, but it does not necessarily presenta consensus position nor does it contain agreed language accepted byevery member. The purpose of the draft is to provide a basis for theongoing work of the group. It is therefore not to be seen as a chapterof the flnal WGIG report, but rather as raw material that will be usedwhen drafting the report. Draft working papers have been publishedon the WGIG website for public comment, so they will evolve, takinginto account input from governments and stakeholders.As a general note, it should be commented that this paper remains toovague. It seems to be dealing exclusively with Copyright issues, making con-clusions for this area based on rather single-sided view biased towards ...
