En fonction des spécificités des deux sociétés, québécoise et française, la notion d’intégration renvoie à des conceptions assez éloignées. Dans un cas, il y a fierté à l’égard de l’histoire migratoire, dans l’autre, une tendance à l’occulter. La plus grande part des migrants québécois arrive après évaluation de leurs capacités à s’intégrer. En France, ce processus sélectif n’existe pas et seule la minorité d’étrangers introduite dans le pays au titre du travail répond,
à priori au moins, au critère d’adaptation au marché du travail. Fidèle à son modèle d’intégration républicaine, la France a récemment relancé une politique d’intégration et de lutte contre les discriminations, largement inspirée de l’expérience québécoise. Dans ce cadre, une mesure phare a été testée puis généralisée: il s’agit du «contrat d’accueil et d’intégration» proposé à tout nouvel arrivant, lequel définit ses engagements et ceux de l’État à son égard. Le programme d’intégration met l’accent essentiellement sur l’accès aux formations linguistiques et sur l’accompagnement vers l’emploi.
Depending on the specific characteristics of the societies of Québec and France, the notion of integration refers to quite different conceptions. In one case, there is pride in the history of migration, and in the other case, there is a tendency to hide it. The majority of migrants to Québec arrive after their potential capacities for integration have been assessed. In France, this selective process does not exist and only a minority of immigrants entering the country answer, beforehand, to at least the criteria of adaptation to employment in the workforce. Loyal to its model of republican integration, France recently relaunched an integration and anti-discrimination policy, largely inspired by the Québec experience. In this context, a guiding measure has been tested and generalized: it is the •welcome and integration contract” proposed to the newcomer which defines his engagements as well as those of the government (France). The integration program emphasizes access to language training and guidance towards employment.
