CLIENT: PUBLIC WORKS AND GOVERNMENT SERVICES CANADA (PWGSC) MARCH 2006 TABLE OF CONTENTS Executive Summary ………………………………………………………………………………. 3 Comparison Charts ………………………………. 5 Executive Summary In 1994, the Ontario Ministry of the Environment and Energy (MOEE) passed the 3Rs Regulations (102/94 and 103/94), which state all industrial, commercial and institutional (IC&I) facilities and complexes with areas greater than 10,000 square meters must prepare a Waste Summary and Waste Reduction Workplan and implement waste diversion initiatives based on annually updated waste audits. On February 14, 2001, Public Works and Government Services Canada (PWGSC) tabled their Sustainable Development Strategy 2000 - Our Commitments document. Objective 1.12 of that document states that “By March 31, 2004, achieve and maintain a 60% diversion rate of office solid waste from landfill and incineration in all Crown-owned RPS facilities - i.e., 60% by weight of all office solid waste is to be recycled”. 1To reach this target, PWGSC has set out to audit their tenant occupied facilities, including the Senate of Canada and the House of 2Commons .
