Spectrum Exchange fully supports the Commission’s efforts to modify the simultaneous multiple round auction design to allow combinatorial bidding for 2licenses in the 747–762 and 777–792 MHz bands. Such a modification in the auction design would substantially increase the likelihood that the spectrum in the 700 MHz band will be put to 3efficient use as compared to the present rules.
