These services enable the city to meetits development and planning goals.In response to performance concerns, the City’s Economic Development andCommunity Development departments have been the target of a number ofimprovement efforts over the years. Most recently, in 2002, City Council authorized thereorganization of the department to begin a new effort to align the City’s developmentand planning functions into one streamlined department.We found that the reorganization effort did not fully meet expectations. The separatedivisions have not been coordinated to achieve synergy.
