Washington, DC 20005 Dear Mr. Ambassador: This letter transmits the Office of Inspector General’s final report on the Audit of the Millennium Challenge Corporation’s program in Honduras. In finalizing the report, we considered your written comments to our draft report and included those comments in their entirety in Appendix II of this report. The report contains five audit recommendations for corrective action. We consider that a Management Decision has been reached on Recommendations 1, 3, 4, and 5. Final action for recommendations 1, 3, 4, and 5 will require MCC to provide additional documentation. However, we consider that a Management Decision has not been reached on Recommendation No. 2 until MCC provides a detailed analysis of how the Rural Development Project caused the increase in farm and employment income.
