The population is 158,325 of which 5.2 per cent are from minority ethnic communities. 2 The Council is Labour led with 27 of the 54 seats. 3 The Council employs 2,329 equivalent full time staff across all services excluding schools. 4 ‘Supporting People’ is the Government’s long-term policy to enable local authorities to plan, commission and provide support services which help vulnerable people live independently.
