For discussion RSAC Paper 4/2008 on 12 November 2008 World Radiocommunication Conference 2007 Decisions Purpose This paper briefs Members on the major decisions of the World Radiocommunication Conference 2007 (“WRC-07”) of the International Telecommunication Union (“ITU”). Background 2. In August 2007, the Office of the Telecommunications Authority (“OFTA”) circulated an RSAC Paper 8/2007 “Hong Kong’s Positions on Agenda Items to be Discussed at the World Radiocommunication Conference 2007” inviting members’ views on the Hong Kong’s positions on 21 agenda items requiring decisions by WRC-07. These agenda items cover spectrum for future terrestrial mobile communication, compatibility issues between broadcasting satellites and terrestrial services in S-band, spectrum for meteorological applications, aeronautical mobile communication and scientific research etc. 3. OFTA attended the WRC-07, which took place from 22 October to 16 November 2007 in Geneva, Switzerland. This paper summarises the decisions at WRC-07 in relation to the agenda items. WRC-07 Decisions 4. The WRC-07 decisions on the 21 agenda items are given at Annex 1. These Decisions, among other things, shall enter into force on 1 January 2009 subject to the implementation conditions in their respective resolutions.
