Regulation of the internet by adoption of network management rules, however, would have significant consequences for the broadband marketplace and consumer welfare. It is strongly urged that the Commission not initiate any rulemaking proceedings to attempt to clarify what constitutes “reasonable network management.” Rather, the Commission should carefully consider ways of ensuring that companies maintain their ability to explore new technologies, products, services, and pricing plans. Marketplace flexibility is essential to providing for current and future consumers needs through fast, reliable, high-quality services. I.
