Two members of the United States General Accounting Office participatedas observers.2 The objective of the Office's value for money audit practice is to provide Members ofParliament with independent, objective and supportable information that they can relyon to examine the government's performance and hold it to account. To achieve thatobjective, the Office has established a quality management framework to ensure thatvalue for money audits are carried out in accordance with the Office's legislativeauthorities, recognized standards of professional practice and with due regard foreconomy, efficiency and effectiveness. 3 The Office is responsible for the design and effective operation of its value for moneyaudit practice including the quality of the audit products.
