The Office of Inspector General (OIG) conducted an audit to determine whether theDepartment of Veterans Affairs (VA) Government Travel Card Program was effectivelyimplemented, operating efficiently, and meeting program objectives. The GovernmentTravel Card Program was developed to improve the purchase of transportation services,subsistence, and other allowable travel expenses. The goal of the program was to betterservice the employee traveler, and improve cash management and administrativeprocedures. As of September 1997, VA had over 21,600 active travel cardholders andover 300 government travel accounts (GTA). Individual cardholder and GTAtransactions during fiscal years (FY) 1995 through 1997, totaled over $126 million.2. The Government Travel Card Program includes transactions made by employeecardholders to purchase necessary travel services and obtain cash advances for officialtravel, and GTA transactions for the purchase of transportation services, such as airlinetickets.
