Politique étrangère - Année 2004 - Volume 69 - Numéro 1 - Pages 39-52Jusqu'en 1991, l'Irak a développé ses programmes de missiles tous azimuts, multipliant les filières, explorant la possibilité de transporter des armes de destruction massive. Des missiles balistiques Scud ou des dérivés ont ainsi joué un rôle de premier plan dans la guerre contre l'Iran puis lors de la guerre du Golfe. En 1991, les connaissances de la communauté internationale sur ces programmes étaient à la fois bonnes et incomplètes. Par la suite, l'Irak a réussi à obtenir des vecteurs balistiques d'une portée supérieure aux 150 km autorisés (Al-Samoud 2, Ababil-100), ainsi que des missiles à propulsion solide et quelques missiles de croisière. Des entreprises de plus de 50 pays étaient impliquées dans le commerce qui a permis à Bagdad de poursuivre son effort malgré l'embargo et les inspections. Aujourd'hui, on sait que la menace pesant sur les pays de la région était limitée, aucun missile irakien ne pouvant atteindre 300 km, ce qui montre que le dispositif d'inspections a, dans le domaine balistique, relativement bien fonctionné.
Iraq The Missile Programs by uad EL KHATIB Since 1982 ballistic missile forces played major role in Saddam stra tegy especially when Iraq modified its imported Scud missiles to develop an exten ded-range variant the Al Hussein This role was confirmed during the first Gulf War while Iraqi units fired 93 missiles at Israel and Allied forces In 1991 UN Security Council Resolution 687 did not restrict the development of missiles with range less than 150 km and Iraqi scientists legally embarked in steady effort to develop the Al- Samoud new short-range ballistic missile based on SA-2 surface-to-air missiles Several of these efforts unveiled by UNSCOM between 1991 and 1998 were ambi guous and could have led to breakout capability After the departure of the UN inspectors Baghdad produced limited force of Al-Samoud missiles and revived some old proscribed projects including variant capable of ranges greater than 150 km as well as drone projects Most of the in-service proscribed missiles were des troyed when the UN inspectors returned to Iraq in 2002 ISG inspections which fol lowed in 2003 seems to point out that none of the proscribed activities undertaken after 1998 to acquire long-range missiles capabilities was ever close to pre-develop- ment stage
