IMPORTANCIA DE LA TIERRA DE PROPIEDAD SOCIAL EN LA EXPANSIÓN DE LAS CIUDADES EN MÉXICO (IMPORTANCE OF SOCIAL LAND PROPERTY IN THE EXPANSION OF CITIES IN MEXICO)

Resumen
En este documento se analiza el papel de la propiedad social de la tierra en la expansión de las ciudades en México entes y después de las reformas al artículo 27 constitucional implementadas en 1992. Se hace una revisión del concepto de ciudad y la expansión urbana, así como el problema del mercado de tierras. De la misma forma se examina las particularidades de las ciudades latinoamericanas y mexicanas caracterizadas por rasgos de marginalidad y asentamientos irregulares de una gran masa de ciudadanos que carecen de los recursos para obtener un pedazo de tierra para construir su vivienda. Aunado a lo anterior se analiza el complejo proceso de incorporar tierra de propiedad social al crecimiento de las ciudades y es a partir de la existencia de diferentes tipos de propiedad en el proceso urbano que propicia la intervención de diferentes agentes para consolidar el proceso.
Abstract
This paper analyzes the role of social ownership of land in the expansion of cities in Mexico, authorities and after the Article 27 constitutional reforms implemented in 1992. A review of the concept of city and urban sprawl, and the problem of the land market. Similarly examines the particularities of Latin American and Mexican cities that are characterized by traits of marginality and settlements in a large mass of citizens who lack the resources to acquire a piece of land to build a home. In addition to this, we analyze the complex process of socially owned land including the growth of cities and from the existence of different types of property in the urban process that fosters the involvement of various agents to strengthen the overall process.
