The Empire State Advantage Program
The Empire State Advantage (ESA) Excellence at Work program provides
New York State organizations an opportunity to receive assessments,
mentoring, and training in management systems and processes. The
program is based on the ESA Model for Excellence. This model is
customized in detail for each sector: business, education, government,
health care, and not-for-profit. The overall model follows: Lead the
organization > Create and deliver value > Achieve results and improve.
Organizations in all sectors are invited to participate. Once enrolled,
participating organizations work with a team of expert ESA Advisors
selected to match each participating organization. The Advisors help
customize the ESA program for each participant, and create a written
work plan. The Advisors also arrange for an external Review Team to
conduct a site visit and assess the participating organization. The Review
Team writes an assessment to provide immediate feedback and
recommendations for improvement. The Review Team also recommends
the level of recognition to the judges.
Recognition includes Empire State Gold, Silver, and Bronze Certificates
and the Governor's Award for Excellence. The ESA program is supported
by New York State grants, private contributions, and dedicated volunteers.
Thus the program is offered to participating organizations at a modest fee.

Message from the chair
by B.J. Coons
Wow! Another year has passed. Typically many of us use this time to
reflect on last year and set goals for the new year. Too often these goals
fall by the wayside and are forgotten by mid year. I am proposing
something different this year.
With all of the excitement leading up to the holidays I found myself in the
hospital. Fortunately it was nothing too serious, but it made me realize
what is important. This realization seems to hit all of us once in a while. It
may only be temporary for some of us, only lasting during or slightly past a
minor crisis, and then we fall back on old habits and attitudes. However,
many of our ASQRS friends are still facing desperate times either
because of illness, or family who have fallen ill, or loss of employment.
My resolution is to remember our friends and colleagues who may need
our support and reassurance. It is so easy to get caught up in our own
lives that we forget about the problems of others, and sometimes it only
takes a kind word to help them through the day. Please join my efforts,
remember our friends and colleagues and support them whenever
possible. Happy New Year!!!

Membership database report
Chair-elect Eric Alden conducted a study of the membership database in
September. We are reporting the findings periodically. It was difficult to
determine the major job functions represented in our section, as there are
many variations of similar jobs listed. Based on logical groupings Eric
developed this chart showing 15 major job functions.

Dinner meeting report
At the December 18 meeting, 21 people heard Kay Schwartz, Regional
Quality Director of the Red Cross, describe the comprehensive quality
program of the Red Cross in the NY Penn Region. The Red Cross makes
products, various types of units of blood, and the quality program is
derived from manufacturing and includes lean methods. All of the recent
dinner meeting presentations have been excellent, and we encourage
members to attend.
Executive Committee report
The Executive Committee met on December 17 for the annual training
session for section leaders. All members are welcome to attend meetings
of the Executive Committee, which are now held in various locations.

Lt. Gov. Mary Donahue to keynote
60
th
Annual Quality Conference
Lieutenant Governor Mary Donohue has served as chair of the Governor’s
Task Force on Quality Communities. She now chairs the Quality
Communities Working Group, comprised of 25 state agencies working
together to implement the Task Force’s 41 recommendations. Ms.
Donohue’s address will detail her many initiatives and task forces aimed
at improving the quality of life for all New Yorkers.
Stevan Ramirez
, Chief Quality Officer of Eastman Kodak Company, will
open the conference with “Lean and Six Sigma: Not Competing
Initiatives.”
Nancy Rees
, Xerox Vice President and General Manager, Business
Group Lean Six Sigma Deployment, will close the conference with
“Turning the Many Facets of Quality into a Diamond.” The talk will reflect
on transforming a business into a “gem,” using quality as a means to an
end, not an end in itself.
The ASQRS Conference Committee has planned a full day of 60-minute
presentations in the lecture, tutorial, and case study format) on lean, Six
Sigma, Quality 101, the multidisciplinary employee, and design and
development quality. For details visit

Last year as closing speaker Stevan Ramirez challenged those present to
attend again in 2004 and bring one or two people along
. If everyone
does this, the size of the conference will at least double, resulting in more
learning and networking opportunities for everyone. Don’t miss the 60

Annual Quality Conference at the RIT Inn and Conference Center on
March 30.
ASQRS Scholarships
There is still time to submit applications for the ASQRS scholarships.
January 15, 2004 is the cut off date. Sophomore and junior college
students who are children of ASQ Rochester Section members or
permanent residents of Genesee, Livingston, Monroe, Ontario, Orleans,
Seneca, Wayne, or Wyoming counties of New York State are eligible. To

(SMP). This achievement is
signified by the Section Basics
mark of excellence.
GRQC benefits for
members
ASQRS is a founding member of
the Greater Rochester Quality
Council (GRQC). We have a
representative on the GRQC board,
currently past Chair Vince Vezza.

measurement system for a medium-sized equipment

customer satisfaction measurement and survey
