Politique étrangère - Année 1996 - Volume 61 - Numéro 2 - Pages 337-351La Chine a amorcé à la fin des années 70 une réforme économique suivant l'« approche progressive », qui se caractérise par un « système à deux voies ». Elle ne repose pas sur une véritable volonté de réforme. Elle est une réponse aux « crises » économiques. Jusqu'ici, son principal résultat est le développement d'un nouveau secteur non étatique, axé sur le marché, qui se compose de sociétés anonymes, de co-entreprises avec des investissements étrangers et d'industries rurales semi-privées détenues par les collectivités (EMV). La réforme des entreprises étatiques a été longtemps retardée ; mais la croissance du secteur non étatique est en train d'en modifier les conditions, et l'ancien système devient progressivement de moins en moins profitable et perd en importance.

China bas been undertaking an « incremental approach » to économie reform since the late I970's, characterized by a « Dual-track System ». The reform policy does not corne from a genuine will of reform. It is an answer to economie « crises ». It starts with the growth of « new track », a new economie sector, without immediate reform of the « old track » in the early stage of the reform. The major achievement of the reform so far in China is the dynamic development of a new market-oriente d non-state sector which consists of share-holding corporate, joint-venture with foreign investment, and semi-private community-owned rural industries (TVEs). The reform of the state enterprise bas been post-poned for a long time ; but the growth of the non-state sector is changing the conditions for the reform of public sector and the old System is becoming less and less profitable and prevalent.
