In finalizing this report, we considered management’s comments on our draft report. We have included those comments, in their entirety, as Appendix II of this report. This report contains five recommendations. Management decisions have been reached on all five recommendations. Final actions have been completed for Recommendations No. 1.1, 1.2, 3, and 4. Therefore these recommendations are considered closed upon issuance of this report. Regarding Recommendation No.2, USAID’s Office of Management Planning and Innovation, Management Innovation and Control Division (M/MPI/MIC) is responsible for determining when final action has occurred. Accordingly, when final action is completed, USAID/Nigeria should submit such evidence to M/MPI/MIC for closure.
