The definition of a racist incident is adopted from Recommendation 12 of theMacpherson Report 1999 on the Stephen Lawrence Inquiry:A racist incident is any incident which is perceived to be racist by the victim or any other person.This would include any incident reported to the police as racist in any form includingthrough third party reports from other agencies.
